Magic Runes

Now, the runes are fairly simple. The marks, glyphs and seals are all of focus, which, all contributing together, lead to 9 seconds of cooldown reduction. At the beginning, this is extremely good, since you'll be able to just spam Transfusion. Then, the quints are for spell vamp, which adds 6 spell vamp, so with the masteries spell vamp, you have 9 amounts of spell vamp, which will help the transfusion.

Special Masteries

There is only 1 defense point so that the heal has 10% addition, and that ignite increases 5 ability power while its cooling down. Much of the utility is about various things, like spell vamp, speed, shortening death time, and cooldown time. Then the attack masteries are about ability power and magic penetration.

Items

So, the way I play Vlad is with the regular boots and 3 health potions. Then, a regeneration stone to help with health, then completing the boots. At this time, you can sneak in health potions as wanted. Then, Rylai's wand helps crimson pact since it has bots health and ability power. Wormag's armor helps to keep tank-ness, and Rabadons Cap and Void Staff to increase ability power even further. Finally, the Nashors Tooth increases attack speed and adds a small amount of ability power.

Elixir of Brilliance

If you ever have some extra money and want to get something, get the elixir of brilliance. It will help at the beginning, but not that much in the later parts.

Skill Sequence

Transfusion and Tides of Blood are the most important skills for the beginning, since transfusion heals and is ranged against the enemy, then tides is good for clearing minions. Use sanguine whenever you want to get away from pursuers or slow and damage someone you are pursuing. Hemoplague is only really good as crowd control, as it takes too long to cooldown to use on minions.

Summoner Spells

The summoner spells I recommend are heal and ignite. Ignite is good for someone who is running away with low health, and heal is good when you're in the inverse of that situation.

Jungling

At around 15 minutes in or so, you can go kill the wolf. When you are full level and have at least 3 of the main items, destroy the lizard and get the red buff. Also, try to get baron, since it helps quite a bit.
