Why Phase Rush?
Typically, when playing Urgot, you'd want to run PTA for the burst damage; however, PTA doesn't let you run around your victim (yes, victim) at Mach 3 firing off knee-slugs into their eye sockets. Additionally, Phase Rush can allow you to E+Flash under tower, run around your laner, kill him, and get out before taking 2 turret shots (at the time of writing this I did this to a Pantheon with only Stridebreaker and Swifty Boots, it was beautiful). Phase Rush gives Urgot a unique advantage which allows him to pump out ungodly amounts of damage with his passive or scoot like he's on fire and late for a meeting. PTA Urgot cannot hold a candle to PR Urgot.
Pros & Cons
Obviously, running around at Mach Christ with shotgun knees is a pro; however, running this build means you lose any rune-based sustain or inherent damage. No Coup de Grace, no PTA, no Shield Bash, nothing. The best you get is Gathering Storm to scale you.
Despite the lack of rune damage, this build actually makes some match-ups easier; with PR, active W, and Swifty Boots, you become immune to slows any time PR goes off and almost unfazed after it ends. Even better, the items are extremely open to change. Really the only 2 that can't change are Stridebreaker and Black Cleaver (if you get Teemo, you gotta get Merc), everything else is interchangeable.
