Okay so I have the Guide settings box on the right and I can see everything down to "Add custom chapter". The problem is whenever I try to scroll down to the save, view, and publish buttons the box scrolls with the page, so i can never reach them.

I had it too, but after a while it fixed itself. Maybe just wait for the page to fully load?

If not, it's definitely something to be looked at :)
