it wasn't a bug. it was a third party program exploit that allowed you to put as many mastery points into a mastery that you wanted. in the video and several other videos cases, 7 points into the final mastery of utility got 105% cdr on summoner spells.

Getting multiple points for ghost would be bad.
Only thing it's really useful for is Surge.
