about volibear's chase effect..

I've always thought about
volibear's Q skill Rolling thunder.
Everyone who plays volibear knows that his skill effect is
15%movement speed increase for 4sec and if he is chasing enemy champion his movement speed is 45% increased.
But to activate his 45% effect, do we have to click enemy champion?
If you activate Q skill and click your mouse to enemy champion's direction(not the champion itself)
which effect does he get? 15% effect or 45% effect?
If anybody know I'd be thankful for the answer.

And by the way if my grammer is weird, I'm a Korean so I'm little bit short on English..

I know that Vayne passive is when she runs in the direction of enemy champions within a certain distance. This might be the same?

You have to be running at them.
You also have to see them.
Stealthed champs will not trigger the effect.
