Tie for me between Sona and Janna. Sona is decent all game, whereas Janna trades a weak early game for an amazing late game.

It really depends on the lane you're playing in. Let's take the classic example of Caitlyn + Taric. Taric stuns, Cait puts a trap underneath and secure a Q hit. Supports fit different caries. Long range can go for Janna because of the less likely need of a heal, which can increase your overall damage - e.g. Kog'Maw, Ezreal, Caitlyn. Soraka for spaming spells all day. Sona for awesomeness in general - and high burst AD's :P

I agree with everything in the above that C4k3CooKieZ said. However, I still personally believe that, Janna is just the best if you're going to compare them in single situations.
