She has a snare that, even though she can only have two down at a time, but they root and that can make or break a fight. She has a slowing effect that can be used offensively or defensively. That alone is more than more champs have. She can slow for the team, slow to ger away, use it to hope over walls, use it to chase. Thats great mobility. She is like a gun wielding Ezreal.
