Change these mana regen yellows to armor yellows and you get a pretty decent runepage... For

I don't think this would fit on any damage-oriented mage apart from those who are resource-free or those who are tanky. Or... they simply rely on the spam and they don't care about their scalings, e.g. Swain, Mordekaiser, and so on.

Swain doesn't rely on spam any more than any "regular" caster, he simply has good base damage and his E buffs his auto-attacks. Spam is what Mordekaiser and Syndra do.
As for what the OP said, yes. Many mages don't rely on flat AP nor do they really need it ( Rumble, Swain, Ryze, etc)

you just listed runes that are VERY viable for many champs. for marks, i'd say it's a must for any mage.

I go just that setup for most mages that doesn't have movement in their skills. On gragas I go pure burst for example, for most others I need MS quints and the rest. At times I exchange one quint for flat health since I wanna trade early.
