Ask them. The builds are designed for lv 30 players. If you don't have max, either get your *** to lv 30 fast or ask them which tree is more important. Usually the 21 tree is the most important. Otherwise, the one with the most points is the most important.
Depends on many things.
I doubt there's any way to say for sure what you should make your masteries like, considering that even with 30 points available it's still purely up to you, your play style and your skill factor.
A few things to consider are the following :
What kind of champions do you like playing? For melee/ranged AD damage dealers, it's usually the offensive build that works best (has a few goodies for casters too in the early slots though). Tanks def and mages utility.
Your LEVEL. This matters a lot, considering that you have as much mastery points as levels and that you could be for example over level 20, which is when many players buy a lot of their T3 runes.
So, like I said, even though I can't tell you what to make your masteries builds like, I can only advice you, to consider the things I mentioned above, think of what you lack and need that masteries can give you, and just go for whatever you find convenient to play with. Trust me when I say, that if you aint a flaming feeder, by the time you ding 30 you'll already know what to set your masteries like. IMO, in the levels before that, there's plenty of space for testing stuff, so why not go and do that?
