A build only guide has only a build. A complete build guide explains the build and the champion+role that is using that build, completely :P
Officially, having only above 5000 words would make your guide "a complete guide", but most of the time that amount of words wouldn't be enough to explain everything (runes, masteries, summoner spells, skill order, abilities, items, early-, mid- and lategame). You can here for some help links for guide making.

I also published my guide that is in progress and it is under the "Builds Only" Section.
I'm wondering what the difference between a "Complete Build Guide" and a "Builds Only" guide is, and how to change your "build only" to a "complete build guide".
Thanks
