Uh, it's technically a private server, but anyone can join.
You have to log out and log back in once you get back in, since you'll be level one. From there you should have your starting IP and RP. After that I highly suggest joining a custom game since the normal queue's are not the best ^^

It's possible on any server and is not really server related. Even if you're in EU you can play with US people.
