Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

It's perfectly safe, nothing has ever happened to my credit card. As for ranked, I don't see why you would need that large amount of money. As new champion come out you'll want more. I would rather buy a few new champs and try them out rather than buying all the old champions. So you wouldn't REALLY need to buy 75$ worth right away.

Byakuya is just getting RP for champs, skins, and rune pages. I think it's pretty essential to have several different rune pages when playing Ranked. That way you can have the rune page with flat MR glyphs when facing magic heavy lanes, etc.
