I don't think he is crazy OP but a champion who is capable of permaslowing with a rylai's is a bit too much really... Not to mention he has another single target slow that stacks, is tanky, and puts out a lot of damage.
A small nerf to flamethrower and ult maybe?

The only true problem is once you get locked in the flamethrower (which isn't hard with slow, slow, more slow, long ranged slow, oh, and did I mention he has a shield that speeds him up?) you're dead. There's no way around it.
Past that, he's not horrifically annoying.
