They said they will add her when the EU servers are stable, a red posted it somewhere but I can't find it. Like that's going to happen any time soon.
Don't know about the US though, they originally planned to release her on both platforms at the same time...

That was originally posted last night, I read the announcement on the forums when they made it. Besides, you can tell when you open the game since it will patch and you can now see Leona in the champion list. All we're waiting for is for her to be enabled by Riot.
