Doubt they would implement this into the game
Also I doubt a mana-like build like Ryze would be game breaking on him considering Ryze's spells increase in damage with mana yet he isn't extremely overpowered while Vlad's don't. Also before you get tear + RoA your E will be almost impossible to use effectively due to the ridiculously high mana cost for such a low cooldown spell that NEEDS to be spammed non-stop.

well, wouldn't be the first ulti to have a flat 100 mana cost, or have a skill going down to 0 mana, look at maxed lucian's e(last time i checked it was).

EDIT: if its true, and they keep the stats/effects of the skill as they are atm, vlad will became so much ****ing op. 3 cd on q without even the cdr? add some cdr and you spam a tons of damage/heal skill every sec, literally. A simple tear is ****ing god on him, add a RoA, spirit, spell vamp and you just faceroll games. The
