IMO it's not the fact that people "fall for it" but the utility it brings by giving you jjust enough time in the safe zone to blink out or set yourself up.

well it's not hard to see why. Shaco actually goes *poof* and then he and his clone appear next to each other, not in the same position as when he cast his spell. Leblanc on the other hand just cloaks and remains in the same place when her clone appears next to her.
I suppose the fact that one is an ult and the other is a passive ability makes a bit of a difference.
