Well firstly, you'll probably be able to upload it soon today or tomorrow at the latest.
Secondly, you may want to hold off just a little, as a LOAD of guides come out with a new champion release and they don't get rated for the first week. I say just hold off a little until the wave has died down a little, you might even be able to improve your guide a little by observing what some other newly released guides do wrong (thus allowing you to avoid these mistakes).
That's just my 2 cents though.

New guides tend to be absolute ****, even guides written by high elo authors have been known to reach Manamune-on-Shen levels of ******ation if hastily written soon after release.
Take your time dude, no need to rush these things.
You may end up realizing a unique approach soon after releasing the guide, or having some other dude discover much more potent builds and tactics. It still happens with champions that were released way back in the day.
