The theory is that on a fast connection (the type the rest of the world has), such things would load so quickly that it's practically impossible to experience these issues.

1. I experience this all the time and I have fiber optics so internet speed is not the issue. This usually occurs the first time you place your cursor over a name on a page and only during the first time on each name, after that it loads instantly and appears to the left.

Strange. I'd think with fiber optics the ping would be so small that you'd be physically unable to stop your mouse from moving before the tooltip loaded. Shouldn't you be getting a ping of <10 ms?
I assumed 2. was a connection issue as well since it doesn't occur when I load from cache.
It seems I was a bit mistaken on both. I'd change the title if I could. Either way, the issues are there.
Edit: While we're at it, the link to enlarge shrunken images should open in a new tab instead of the same one since that's considered normal behavior - open the large image, then close it again. Additionally, images that aren't inline could benefit greatly from an increase margin on top and bottom, it's usually so close to text that you have to add 2 or 3 blank lines.
