I was just about to post about this. Only some of the champions are messed up though and i think i figured out which ones. It seems to be every champ released before akali. I didn't check them all and only alistar didn't fit the bill. I am guessing its cause either someone noticed and changed it or its because he got a major revamp. Last I checked, no one, except Ashe and Tryndamere through their abilities, has base crit chance without runes/masteries anymore.
