Yeah, but support is supposed to be for bugs and shutout's and alike, I don't think it's a suggestion section mentioned there, and it will be filtered out.
If I am to post on the forums, I need a lot of posting pressure, or it will die faster than you can say "implemented".

Check out my In-depth Shaco guide here! Who needs rep, when you got new messages? ^_^ PM me for anything, if just to chat ^_^ I'm always ready for conversations :)
I see the usefulness of your suggestion, maybe in time something like this will happen (where the tutorial now will become the "basic tutorial" and yours will become the "advanced tutorial"). Right now though, Riot is more intent on adding new content. There are various tutorials and mentors to help you with those things so to the Riot team, adding an advanced tutorial would be prioritized to the bottom of the list.
On the note of getting your suggestions seen to Riot, either send them a message to their email account (I would assume you can find it on the League of Legends website) or post on the Official LoL forums in the suggestions part. The first one, emailing, I would not recommend (Riot would get many many emails and yours would probably be missed so really emailing is a gamble). Posting on the forums is a much more secure way to get your idea seen, but it requires much more time and patience for it to get seen/supported if it does. Be ready for trolling and people disagreeing.

So my question is, how do I reach Riot with my suggestion? And if you want, you can have a look at it:
Suggestion title: "Tutorial 3: Teamwork and roles"
Brief description: This new tutorial will be held on Summoner's Rift like the Battle Training. It will be a simple guide explaining how people best can communicate with each other in a game.
Reason to prioritize: Now that the game is soon reaching it's two-year pillar, people have made their comforts about how to best communicate with each other, but you always find people who doesn't know. The teaching of this communication becomes a community project that has many flaws. Therefore an official tutorial on roles and communication is essential, since it's half of what makes the game what it is, a teamgame, the other half being common sense.
How: Riot can simply make a tutorial where you will learn to lane with a partner, how it affects your xp rate and how you can help out your teammate in battle. It will also briefly mention that jungle xp cannot be shared, because there are tons of people who doesn't know that.
While you're playing, one of the tutorial bots will leave the lane and enter the fog of war. You will then be taught about ganking and how you can help your teammates by calling MIA.
In the end, you will work with your bot team to defeat the enemy bot team and win to end the tutorial.
