It's like flat armor penetration (your physical damage ignores a part of the enemy's armor), but it scales with the level of your enemy. If your enemy is level 18, has 100 armor and you have 30 lethality, your physical damage will be as high as if your enemy had just 70 armor.

Yeah the exact equation for Lethality's armor reduction is:
Flat Armor Penetration = LETHALITY × (0.6 + 0.4 × Target's level ÷ 18)
Basically, Lethality does more the higher level your enemy is. A general rule of thumb is this: if the enemy is stacking armor, % Armor Penetration is better ( Lord Dominik's Regards or Mortal Reminder; if the enemy is building very little armor, Lethality is best.
