I find it hard to believe that you're a 1700 player and you can't rape 1.1k top kids. I can roll my face over the keyboard at 1100 and win top with champs like trynd, poppy, and nasus. Also, I'm not a top player, it's my worst role. If you can't win with serious competitive top champs when you're 600 elo higher than everyone else, I just don't know what to say.
Alot of Top is about the champions and the mechanics. lane freezing, knowing when to trade, and working with our jungler can win the lane for you.
I play only top lane and this is the guide I wrote on it (Not advertising a guide if its relevant to discusiion), the basic laning mechanics and stuff in it should be able to help you beat top laners at 1100 elo (Note the guide is large so you might lag some when it opens).

Adapting is key. If you die toplane there is no way of coming back without your junglers help(atleast vs most toplaners cause many of them snowball hard). Learn several toplaners for different situations since if you get harcountered toplane its gg. Learn atleast one champion who cant be hardcountered(jayce is one) incase you have to pick before their toplaner, be sure to also learn quite a bit about this champion so that you can win lane even though you are slightly countered.
If you die toplane you have lost. If you get hardcountered you have lost. Learn adapting to situations cause you cant get a disadvantage.

Snowball lane for many champions. Three ways of playing top.
1) Play as if the jungler is ALWAYS there. A lot of newer players play like this. This is suitable for newer players or those who are unsure with their limit. This is also can play off as a farm lane and if you have lane superiority, you can win trades/zone them. You get your tower threatened, you can get dived with little space to run, and you also lose roam/pressure abilities.
2) Play to freeze lane so it is 50/50. This gives you lots of kill potential and is roughly the most common 'type' of top lane, a lot of people play this way. A famous pro player that sticks to this type of lane is Dyrus.
3) Play as if jungler is never there. This occurs in higher level games and high level players. Why? Because it gives so much benefit. Tower-diving, aggressive harassing, pushing towers, ability to roam, and so on. Wickd and Voyboy play like this and do very well. This requires a competent jungler, good knowledge OF the jungle to watch for things such as timely level 2 ganks, and so on.
Clearly all three has their advantages and disadvantages, depending on your champion, play accordingly.
Someone like Jax will want to either be aggressive or hold the lane even, while someone like Darius will want to play more towards farm lane for 2 reasons.
1. You need the exp to get 6, getting zoned hurts you greatly. You want the level advantage due to a powerful ultimate and strong innate scaling.
2. You have a pull that can set up kills fantastically well. In the case you need to shove and push, your Q does quite well.
Jayce and Jarvan both are very good at the farm lane/aggressive. Jayce even more so aggressive, while Jarvan will want to keep the lane more even to have a lot of knockup/ult opportunities.
Learning how to farm, freeze the lane, ward at right places and times, and win trades/use pots are all essential. Just keep practicing.

I'm looking for some help with top laner. I have an account at 1700 elo where I play mid. On my other lvl 30 account I am finding it hard getting my elo above 1.1k with top champions. I like to play Jarvan IV, Darius, Jax and Jayce. Would be great if someone is willing to help over skype.
