Your best damage output is Charge-> Autoattack and then right as the attack hits, Devastating blow.
This will give you the most damage a bit faster than you could normally.
To answer your other questions, no Devastating blow will not power up your charge.

-First, you need to make sure you have maxed damage stacks entering the fight. This increases your abilities' damage as well.
-Second, you may need the movement speed to get the right angle on them to put them into the wall, stunning them and dealing more damage of course.
Or you can just fight them, spamming Devastating Blow, and save Paragon and Charge for when they decide to run. Fun stuff.

This guy knows Poppy very well! If you have a Sheen you can use Parangon of Demacia to activate it. Also every time you leave the base you must use it to reach faster a tower or a fight.
You can combine Parangon with a Guinsoo too, it's a nice combo because every time you hit faster, stronger and you acquire more armor.

If I use Devastating Blow and them while I'm with the "effect" of this skill use Heroic Charge, will the dmg increase? Or it doesnt matter if I use Devastating Blow earlier, the dmg will be the same?
And another questions is, if the dmg increase with the Devastating Blow + Heroic Charge, is it better than using Heroic Charge and than Devastating Blow with as a normal hit?
