Considering that Jayce is abused by everybody right about now, he might see some changes. But if you like the playstyle of the champion, you should buy him anyway.
He'll most likely still be viable.

It was a joke :P If you are super concerned about the champion you buy getting nerfed, then you can't really buy 98% of the champions in the game. They all get nerfed sooner or later, so might as well get them and enjoy them.

Well, I would get Jayce, mainly because he is the hero Runeterra deserves. He has a very versatile kit, and even if he does get nerfed, unless his skills get major changes, he will still as viable. You can't beat 8 skills.
Rengar, on the other hand, is very fun if you want to instagib people. While Jayce can do it late game, early game Rengars double Q can wreck anyone, and is extremely annoying to fight. Even if it does get nerfed, you get to Q twice, and the damage will still be significant.

Also, just in general, any suggestions for which character to buy next? I play mid and jungle, mostly. Occasionally I'll go for support or use one of the characters I already know top, but it doesn't happen often. The characters I play regularly (generally in order of how often I play them).
Jungle:
Skarner, Kha'Zix, Udyr, Riven, Nautilus, Jax
Mid:
Zyra, Fizz, Ziggs, Swain (just bought)
