This could be a problem. Congress introduced some restrictions, but they're full of loopholes and will likely catch nothing.
And once again we see the jackass Mike Rogers at the helm of this stupidity. The very same guy who thinks that surveillance isn't surveillance if the targets don't know about it. I.e: if a tree falls in the forest and nobody is around to hear it doesn't make a sound.
Or in more graphic terms: it's not rape if the victim doesn't know about it. Go grab your rohypnol guys!

I.e: Mike Rogers doesn't think it's rape unless the victim knows (s)he has been raped. Sounds legit.
