In general it's often a good idea to buy things in the upper bracket of electronics. Not the top tier stuff, but the things that above the standard and below the best. It's also often worth waiting for the price to drop before buying stuff.
700-1000€ is a good price range for quality computers(portable and stationary).
Phones are different tho ofc.
