Since my first Champ suggestion was a reference. This is my new suggestion.
I'll be editing the quote below for changes.

Innate: Starcall: +3 stars per attack. +10 stars per unit killed. +10 max stars per enemy Champ killed. +5 max stars per assist. 10% stars is converted to AP. Max of 1000 stars. 100 base stars.
Q:Dumas calls fort 3 constellations in his aid. This ability can be activated up to 3 times w/in 5 seconds.
Pegasus: Deals 15/20/25/30/35(+20% AP) damage to target and slows it and units around it by 30/35/40/45/50%.
Hydra: 15/20/25/30/35(+20% AP) damage to and around the unit targeted by Pegasus. Damage is split between the units damaged by Hydra with a minimum of 50/80/100/120/140 damage.
Draco: Draco bounses to units damaged by Hydra and deals 10/15/20/25/30(+20% AP) damage to them. -15% damage per bounce. You gain an additional 1 max star per unit(minion's and monster's) killed with Draco.
Star Cost: 15 = 20 = 25 + 3 star cost per level.
Range: 800 = 1050 = 800
CD:
W:Dumas calls forth 2 constellations in his aid. This ability can be activated up to 2 times w/in 5 seconds.
Southern Cross: Heals target 70/140/210/280/350(+45% AP) Health and Mana over 8 seconds. When unit being healed by holy cross is attacked. Reduces the HP and MP healed by 20/18/15/13/10 per hit.
Northern Cross: Removes CC on target and gives additional 5/8/10/12/15(+25%AP) armor and magic resistance. Lasts 10 seconds.
Star Cost: 10 = 20 + 2 star cost per level.
Range: 850 = 850

E: Dumas calls forth 2 constellations in his aid.
Little Dipper: Deals 15/25/30/35/45(+40% AP) damage to units in target area and stuns them for 1/1.25/1.50/1.75/2 seconds. + 1 Oversize Stack. On 5 Oversize stacks, Big Dipper Becomes viable instead of Little Dipper. 350 radius.
Big Dipper: Deals 30/45/60/75/90(+40%AP) damage to units in target area and stuns them for 2/2.25/2.50/2.75/3 seconds. Returns to Little Dipper after Cast. 450 radius.
Star Cost: 10 = 15 + 3 star cost per level
Range: 750 = 750

R:Dumas calls forth 3 Arms of the Milky Way Galaxy In his Aid.
Orion Arm: Deals 30/45/60(+40%AP) damage to units around you and slows their ms by 30/45/60%. 350 radius.
Sagittarius Arm: Deals 35/50/65(+40%AP) damage to units around you and slows their as by 15/30/45%. 400 radius.
Perseus Arm: Deals 40/60/70(+40%AP) damage to units around you and stuns them every 1 sec for 3/5/8 seconds. 450 radius.
1st sec stun: .10 5th sec stun: .30
2nd sec stun: .15 6th sec stun: .35
3rd sec stun: .20 7th sec stun: .40
4th sec stun: .25 8th sec stun: .45
Star Cost: 30 = 35 = 50 + 5 star cost per level.

I don't even know where to begin tbh....

The passive has no cap, so I read it as "stacks to infinity" meaning you basically can have a ridiculously high amount of AP if a game simply goes on for a long time. Every minute you're not in combat you earn 48 AP 8starsx60seconds=480x.1= 48....

Get rid of this passive or cap it at 1000 stars. Remove the stars per second that's just a bad mechanic it's worse than Nasus or Veigar being able to have "infinite" damage basically. And this champ could get there just by standing in the well....

all of your abilities do way too much stuff for one button press. At least Twisted Fates Pick a Card requires him to select the card he wants. With this "press to instawin" set of buttons you have set up it's completely unbalanced. Level 1 you can have 3 different spells rolled into 1 and the damage they can deal is quite heavy considering there's no CD between "constellation shifts" for ANY of your spells.

Perseus Arm is completely OP. You're basically stunning the enemy for 8 seconds at rank 3 of the ultimate. I know what you were thinking (or I think I do) but having a stun every second for 8 seconds giving the enemy .2 seconds to move...Yeah that's just OP....

Overall the concept is nice but the ideas are too unpolished and unbalanced. My first few suggestions (clarifying):

-Get rid of that passive or adjust it
-Get rid of this constellation shifting deal or make each ability like TF's Pick A Card.
-Change the Perseus Arm part of the ultimate. Too OP makes this champ too strong...Not like he wasn't already....
-Your base damage and ratios for the concept are alright but the fact remains you've given 1 button 3 abilities and two buttons 2 more abilities each...Basically at level 6 this champion has ~10 abilities and the potential of "infinite" AP....If that thought had never crossed your mind then you need to refocus and go over everything again.

I gave the abilities high starcost in order to pay for the multi-ability. I'll be thinking about it if i'll make it like TF.

Somehow I missed the "star cost" but that still doesn't solve the issue of how high it could stack if all you did was have a farm lane with little to no harass. Even if there was harass you're still gaining 480 stars a minute which= ~48 AP a minute which is incredible. If all you did was occasionally last hit (assuming last hits don't put you in combat. Garen's passive isn't deactivated when last hitting) and farmed in lane for 10 minutes without using abilities you'd have 4800 stars roughly 480AP by level ~7 or 8....480AP is early late game level of AP...That's a Rabadon's before you get void staff.

Not to mention all the time spent walking around when you hit mid game...Your star costs would have to be in the ~300s to actually come somewhere close to balance. Now your idea of how to play this champ could be different from mine. But with the passive you've suggested I'd just chill in top lane and farm. I'd never leave, never use an ability until I absolutely had to. I'd do that all game until it came time to fight then I'd nuke the whole enemy team down with no effort at all because I'd be pushing ~1200-1600AP. If the game went on for longer than 30 minutes I'd be closer to 2200AP and that's without items add in rabadons...And well let's see. 30 minutes Id have ~1200 AP +deatchap= 1560AP 40% of that (your AP ratios on your ulti) is 624 damage. Doesn't sound like a lot except the fact that your ulti has 3 pieces. To top it all off add Death Fire Grasp to the equation....DFG's active with this amount of AP woould deal ~85% of someone's health in damage to them....It's an unbalanced passive that would be abused...

Well like I said, 100 base stars, meaning, your max star is 100 at levels 1 -18 but it increases by 10 per champ kills, by 5 per assists, by 1 if you kill minion using Draco. Well anyways I'll be reducing the abilities if people who think this is way too much increase to 3.
