Seems cool. MS quints on this dude for faster sand collecting!
If it's Gaara-based, I'd like to see the One-Tail as his Ultimate, where he just goes bonkers as a giant sand monster and stomps the ground. Kind of like this:
R - Jinchuuriki
Cost: 50 Sand (or whatever)
Cooldown: 180/150/120
Sandshrew (or something) summons the One-Tail and gains 15/25/35 Armor and Magic Resistance for the duration. Half a second after the transformation, Sandshrew stomps the ground three times in 3 seconds, dealing 75/125/175 (0.4 AP) magic damage each time in an area around him, stunning those caught in the first stomp for half a second second and fearing for 1 second enemies within a 700 radius around him who weren't caught in Aoe damage.
Also, a shield on his passive is nice, but I'd rather have it as a skill on his W, like that cacoon thing Gaara does. His E should be that hover thing he does with the sand, giving him a speed boost and immunity to ground based spells, like the second part of Karma's mantra'd Q.
His passive could be something unique...
