I was writing this guide for a friend who recently started playing and thought others may be able to benefit from it so here it is.
I assume in writing this guide that you are level 20 and are in need of help with which runes to buy now that you can buy tier 3 runes.
The following is based on the need of those players in particular for help and may be useless to more advanced and knowledgeable players. This will be your core runes to enable play on almost any champion for a beginner.
9 x AD red flats
9 x Armor Yellow
9 x blue magic resist flats
9 x Magic Penetration reds
3x AD quints
3x AS quints
3x Ability Power Quints
This will allow you enough give and take for most champions in the game to make basic plays and learn defensively or even more offensively due to tankier stats. the only downside is it may lack for those who wish to advance as junglers before reaching level 30
Option 1
9 x Blue ability power flats/scaling
9 x Yellow hp seal or scaling hp
9 x Armor Reds
9 x Armor pen/Hybrid pen reds
3 x Magic pen, armor pen or hybrid pen quints
3 x Move speed quints
3 x Life Steal quints
This creates some new combinations for yourself on characters you prefer a specific build on and allows for more advanced plays with supports and highly mobile burst champions or ADCs though your jungle will still lack on this build but it will be a little better.
This really works best for those who have learn to like more aggressive play styles.
Option 2
so whether you prefer the path of the jungle or that tanky top lane and maybe the occasional adc there will be something to buiild on here to fulfill any role. The armor quints will also benefit some support.
