Anivia is one of the best farmers in the game. Heck, one of the greatest difficulties her matchups face is stopping her from AFK pushing the lane and taxing jungle. A few ticks of R and a Q through the wave clears it pretty much instantly. Farming is only difficult before 6 and if you get really mana starved (i.e. denied blue buff). How is your last-hitting? Because if that sucks then it will take a long time for your build to get going.
So I just had a match wherein I fared much, much better. I ended with 8/3/12. Part of that, I'm sure, is getting better with her tricky skill-shots & combos. But another thing that seemed to make a difference was abandoning Rabadon's Deathcap altogether, and sticking to less expensive AP items.
But I bet most of it is just me climbing up the learning curve.

Oh, also, I was mid-lane. All the other times I was top or bot. I didn't excel until I tried her at mid.

She isn't really effective in any other lane. I don't know your account but I'm assuming you're either below level 30 where the "meta" doesn't really apply (in other words, everybody is fine with any champion being played in any position) or your playing Normal Blind at level 30 (where the "meta" is also not always applied).
Playing in mid with

For one,

It's way more important to last-hit as a caster too because your attack damage/attack speed is not high, therefore you will rarely end up getting CS by just AAing.

I'm not a major

You really only want to play

Also, you'll have to get used to CSing pre-6. Her Auto Attack animation moves slow so it's one of the harder auto-attacks to CS with for most people.

Thanks to YayaFTW for the sig.
You shouldn't be going for a Deathcap that early as Anivia anyway. You want a LOT of mana to make up for her ridiculous mana costs. Also, her base damages are already really high so you do a billion damage even without a lot of AP.
I usually go Tear > Catalyst > RoA > AA Staff so I can have near infinite mana.
Another thing you really want/need to do is farm Wraiths. Shove your lane with your ultimate, then walk to your Wraiths if your jungler isn't nearby and take them.
Then when you have 300 CS in 25 minutes, you can 2 shot squishies with your Q E combo.

All of this has been very helpful. Thanks guys. This forum really is great for thinking out loud, one of the better game forums I've seen, really.
1jamie50: I'm pre-30 (14, to be exact), so most of the meta stuff doesn't apply, though I'm trying to get that stuff in my head so I'm ready for when the time comes. I've been calling mid ever since trying it once. Sometimes, people insist, and I'd rather just go top than try to argue, but I'm going mid every time I can with her.
tehAsian: Never really thought about the Wraiths. I'll give that a shot.

I think it's because I can't get anything going with the build. I've been basically following the same AP build as I do for Ziggs, except with more of a focus on mana (basically, I go for chalice early).
Anyway, I never get anywhere NEAR Robodon's Deathcap, much less the Needlessly Large Rod that I need in order to complete it. I end up falling behind and never quite catching up. As far as I can see, the bird just can't farm worth a damn.
I hesitate to grab the Philosopher's Stone because that 700g seems like way too much before I get my 700g back and start making a profit.
Is the problem that Anivia sucks, or is there something I could be doing better?
