The damage is good for a large AOE spell, but it's a very small AOE. It they just increase the radius a lot and reduce the slow I would consider it a decent spell.

I think Cass need Survivability and Magic pen more than anything...CDR is sort of a bonus thing you could add at the end if you were doing well.
