Let's try to make Evelynn viable again :D

Passive 1: Shadow Walk, All damage done to Evelynn by minions/jungle creeps are reduced by 40%. Any damage done by untargetted creeps are further reduced by 30%.
Made it slightly better for jungling and such, but nerfed the % to 40 from 50. 50% reduction from Baron is kind of OP.

Passive 2: Shadow Walk, Evelynn's Basic attacks against enemies cripple them for 1.5 seconds, dealing bonus damage equal to (10% of her Ability Power OR 20% of her bonus Attack Damage) + her level, and applies a 2.5% slow, the slow stacking up to 6 times. Each stack increases the duration, and when one stack expires, the next stack becomes in queue.
Didn't really know how to word the last part, but basically it's like multiple debuffs that stack, and when one runs out, the next one applies and starts running out. But anyway, this should increase her chasing power to a level like Gangplank's passive.

Q: Hate Spike (Active)
Cooldown: 0.9/0.8/0.7/0.6/0.5 seconds.
Base Damage: 14/18/22/26/30 (+30% of Ability Power AND/OR 10% of Attack Damage)
Range: 400
Shred: 12/14/16/18/20 Armor and Magic Resist
Cost: 12/20/28/36/44 Mana

Evelynn sends up a multitude of spikes, damaging all enemies in it's range. If Evelynn is targetting an enemy champion, the targetted enemy champion takes double damage and has his/her Armor and Magic Resist reduced. The reduction does not stack, and only applies once.
The damage is getting a slight buff, but in the long run it's actually huge. Coupled with Cooldown Reduction, you WILL break your 'Q' key on your keyboard xD
At first I was going to make it shred everything in range, but I guess not, because that would be incredibly OP in combination with Zeke's Harbinger and Abyssal Mask.

W: Agony's Embrace (Passive)
Heal: 10/20/30/40/50
Mana Regen: 5/10/15/20/25
Each time Evelynn kills an enemy unit, she restores some health and mana. The amount regenerated are quintupled (5x) on enemy champions.

(Active): Evelynn increases her Attack Speed and Movement by a flat amount based on how many Shadow Walk stacks her target has. Furthermore, any additional damage done is amplified.
AS: 20/25/30/35/40%
MS: 13/16/19/22/25%
Additional Damage: 10%
Goes great with E, this entire ability can be removed, cause I don't know what else to put here :p This seemed the most fitting.

E: Ravage (Active)
Cooldown: 12/11/10/9/8
Base Damage: 80/135/190/245/290 (+100% of Ability Power)
Range: 200, or it can be ranged at 600.
Slow %: 30/37.5/45/52.5/60%
Duration: 3 seconds
Cost: 90/105/120/135/150

Evelynn strikes at a target unit, dealing damage and slowing them for up to 3 seconds based on how much health they have left.
Nothing much here, just a standard nuke and a finisher. I'm thinking 0.01 seconds for each % health missing. It's applied after the damage is done, so you'll always have a slow.

R: Shadow Walk
Cooldown: 80 seconds
Damage: 110/150/200
Range: Radius: 700, or slightly bigger than Trundle's area thingy
Duration: 10 seconds
Stun Duration: 1.5 seconds
Evelynn covers the target area with shadows, dealing true damage to anything caught in the area at time of cast, and once more to anything that stayed in the area for 5 seconds. If anything stays within the area for the full 10 seconds, they are dealt the true damage again, and are stunned for 1.5 seconds. Furthermore, while Evelynn is in the target area she is stealthed and only revealed when she attacks or casts an ability.

Kinda took out the whole stealth thing and brought back her stun, but turned it into Akali's Twilight Shroud on steroids! I'd even add in Nocturne's ult, but that wasn't necessary, it's already really stronk ;P

This kit focuses on eveylnn being a really powerful AoE teamfighter, with the ability to chase down individual targets on her own, or just to be a cleanup assassin. What do you all think? Anything abnormally OP?

They're working on a rework... that is kinda better than your ideas. :P
