1. yes, spell vamp works on all sources of magic damage.
some notable notes:
full spell vamp affect on all dots, even though dots get the minor slow from rylais
spell vamp doesn't work with aoe dots that put a damage debuff on the target like cassiopeias skills
Miasma and Noxious Blast, however they work with aoe dots that only deal damage while targets are in the area like Tormented Shadow
spell vamp also works with smite.
2. yes it does. the scepter combined with another slow effect will multiply the effects together.
3. 445 damage. (420 + 25/lvl) plus the fact that golem has 0 magic resist.
4. yes magic penetration affects all sources of magic damage. whether its something like Ice Blast Smite or Sunfire Aegis

3. How much dmg does smite on lvl 1 on golem? (forgot it ^^')
4. Does magic pen (from items?/from runes?) apply on item dmg like Sunfire Cape or Hextech Gunblade?
