First garen is melee range and will easily poked down and harassed by any decent player who can zone him correctly. Secondly, Mid lane is fairly open, there is no bush for Garen to hide in for 2 minutes to regen his health to full, he'd be subject to that harass more often. Third, Garen provides next to nothing to a team. His damage is pretty subpar after level 7 or so, he's not incredibly tanky compared to other bruisers. I don't really see this happening. Your friend should do more testing if he really is curious, 1 match does not make him viable/unviable.
