The current problem with roaming is that it's difficult to survive as a roamer in the current metagame. Your bot lane has to be able to hold his own against an AD+Support enemy lane, so you'll probably be running AD solo top and someone strong bot like Cho'Gath or Galio, who can actually 1v2. The roamer himself will have a difficult time ganking a 1v2 bottom lane, leaving only top lane or mid lane open to some kind of early cheese tactic. The problem with that becomes how easily a roamer will fall behind afterward - honestly, I don't think the trade-off is worth making since you won't have a support on the team and your late game will be weaker unless the enemy makes a huge number of mistakes early on.

With champions like Taric, it's fairly easy to roam bot + mid I think. You don't need the farm anyway, just XP. Basically laning bot with a hard eye towards mid I guess. Timed correctly, and being mindful of not hurting mid's XP and farm too much, I think it can really have an impact.

Look at the junglers we have today. The reason why roamers worked out so well in the past ( Before Dreamhack ) was due to the fact that most junglers were more farm and gank oriented, not bruisers that could easily 1v1.
Look at the meta of junglers we have today. Control junglers that excel in 1v1s are very flavor of the month at the moment. Skarner, Lee Sin, Udyr, even the occasional Nocturne, Shaco ( He can 1v1 weak opponents ), and Trundle. If a roamer is to be caught, they`re instantly dead or burn flash.
Of course, there are other junglers. Jarvan, Leona, Alistar. All rare junglers, but they can CC a roamer and wait for his/her team to arrive for the kill, or can counter gank very well.
Definitely not even worth the risk of running a roamer. If a support like Taric EVER leaves his lane to gank mid, I`d probably pressure the AD and force a quick fight to happen.

-I know it would change from game to game, but are there certain areas (paths) that should be frequented, and ones that should be avoided?
-When is it okay to take jungle creep kills, and when it would be more worth my time to be ganking / coming in to support.

There are plenty of laning guides, jungle guides, and whatnot, but I cannot seem to find one based around roamers. I know that there are plenty of good characters that are suitable for roaming, i.e.
