It actually depends entirely on just HOW low health they've made the jungle monsters have.
if they are so low that a rank 2 or 3 Alphastrike without proc can kill it, then Yi will definately be extraordinarily strong.

What were Yi's jungle clear times before the update? I wen't few combos with jungle clear time like 3:15.

Nevertheless he was and still will be a strong jungler but still based on luck.
