Does Lissandra's W Ring of Frost (immobilizing but not slowing) enemy creeps trigger her passive Iceborn which procs off of "impairing" an enemy's movement?

It makes sense to me that it would, especially since besides her ultimate, Lissandra has only one slow ( Ice Shard), and that's single-target.

next time use the Q&A thing, but yes, it does. It states "Enemies" in general. Doesn't specify creeps or champions, and "impairment" means any movement hindering CC. So yea.
