QSS+BV is a bit overkill in my opinion but
BV > QSS in terms of HP mainly and psychological fact. Noone wants to waste a spell to break a bubble so they wait and wait and than die...
QSS > BV in terms of removing WHAT YOU WANT, and also it removes Suppresion so... for fights with Malz or WW it is VERY usefull. Weak point is that it doesnt provide HP :/ But it is cheap...

I look at BV as an item that you get to protect yourself all game of course, but I look at QSS as something a carry gets early to protect himself/herself, then sells later when they are getting their final item. Considering the price is low, but still above 1k, some may call this a bad idea money-wise, but I find it to be effective, but only when the situation calls for it.
