Before the change E was easily the better choice most of the time. (Gapclose, AS steroid, more damage, AOE damage.) While most of the damage on Q comes from it's ratio. The armor pen on Q stays stagnant. All you get for Q max is ~100 more damage and 4 secs CD ( Would rather have 50% AS). Also makes it easier to E-Auto-Q with the AS
