So I'm trying to set up a stream here, and when I view it it freezes every 3-4 seconds for a second or two. I've tried messing with every setting on OBS and nothing seems to help

My CPU is an Intel R core 2 quad q8400 @2.66GHz ~2.7GHz? I am not the most tech savvy person ever and me and my friend think that ultimately my CPU is just too slow. Can anyone help me figure this out?
