Hextech GLP-800: How does it interact with toggled abilities?

How does Hextech GLP's passive work with toggled spells that consume mana - such as anivia's Glacial Storm, swain's Ravenous Flock, or singed's Poison Trail?

EDIT: Just read MOBAFire's item descriptions - it is much more clear on this site than it is on league of legends wikia

Just acts normally like it would when casting a spell. It does say that you get health when you spend mana, not when you cast a spell with mana.

I honestly don't know, all I can do is speculate.

That's a good point, although with the slow from rylai's being nerfed as heavily as it has been, i'm surprised that this hasn't been re-evaluated yet.

especially since the slow from hextech GLP is 65% - much higher than rylai's - and what i think, is a larger range than Ravenous Flock

I think it is literally the extra AP and health. Also the slow of GLP800 might be good but it is for a few seconds duration whereas rylais is consistent.

I don't know exactly why people prefer one build over the other but those are my 2 cents.

If this is the case, I'm curious as to why Swain's prefer building RoA over GLP. While RoA obviously gives more combat stats like AP and health, it forces the purchase of a Rylai's later (for a much weaker slow) and has a much later powerspike because of its lack of active, and scaling passive
