Twisted Fate's kit makes him a great ganking mid. He isn't a very good laner since his Q harass isn't hard to dodge and his W is easy to see. My advice is that you test your opponent's reflexes with a few Qs, and if he reacts well just ignore it.
Always focus on farming safely until you reach level 6. From then on, focus on how you can help gank a lane and snowball your companions and yourself.
If your jungler has good cc/damage, you may consider using Flash and your gold card to stun your opponent in order to facilitate the gank. Remember that this may fail if the opponent had a lot of health and/or his own Flash
Twisted Fate combos well with other global presence champions like Shen and Nocturne as well as with any CC'er that can initiate as you use your ult ( Sona is a good botlane example).
Finally, TF becomes very good at taking down towers lategame, so he allows for decent splitpushing due to his ulti. He's also a nice candidate for backdooring now and then.
