Hey Puration,
I like your tier list and agree with most of it. However I disagree with being in the B tier. She deserves better than that and isn't struggling quite as hard. Her Crowd Control is still pretty strong and amazing. In my opinion she should still be in A tier.
Pretty much the say goes for because she can dish out quite a lot of damage and her root and shield are quite nice. I've carried quite some games with her. Definitely A tier if you're asking me. :]
