My personal ADC list (comment if anyone needs to be bumped up or down a tier)

GOD tiER Tier 1

Are near-to-perfect, and can win in almost any situation.

GREAT TIER Tier 2

Great, all-rounded, and are sometimes fun to play

OK TIER Tier 3

Balanced, and viable in the meta

OUT OF META Tier 4

Champions that are currently weak

Just a quick remark: is listed twice in your tier 3. ^^

A few things, but of course that's just my opinion.

Caitlyn should move up a tier because of the state she is in at the moment in the game.
Ezreal should be tier 2 I think since the nerfs to Kleptomancy.

For the most part I definitely agree with your list though.

Thanks for the Vayne issue, completely didn't notice.
For one, I actually agree with you about Caitlyn, as she is quite strong currently.
However, I feel that Kleptomancy is still good on Ezreal despite the nerfs. He is really strong currently in my opinion.

By the way: you are absolutely right that is still in a strong spot, even with the nerfs.
I mainly think that because I don't see many good players in my games. But a player that really knows the champion can definitely carry a game! :)
