Vi and Olaf are strong, because they need small impulses to conquer a god of level in the next updates, already or rammus currently to be able to do a tank function there for the late game only, because even the early and mid game he can suffer a lot on account of slow items and armor penetration !! Rammus is very dependent on these two things unfortunately! You can see that his Winrate is currently smaller than that of other junglers

Hey Cassiopessima,
I wondered why you put Olaf, Vi and Rammus in the mediocre of even bottom tiers?
Olaf feels quite overpowered if you‘re asking me, especially in late game he just runs everyone over by going berserk. Rammus is real hard to catch and to escape from due to his movement speed and taunt. And Vi is just Vi. Strong thanks to her dashes and armor pen.
