I wouldn't get armor pen on Kennen, he really needs magic penetration because he can barely kill a wave of creeps with his lighting rush and surge-- even with the extra magic penetration from runes."

Why not get Greater Seal of Vitality at level 5 they are the same as Greater Seal of Fortitude but when you get to level 18 they alone give more health than all the runes in your build. And Greater Mark of Fortitude seems really out "
