If I understand this right, DotA was born out of a mod for Warcraft 3 using the included map editor. It has since eclipsed the game it was modding. Essentially, fans were making free content for the game, which gave the game a longer shelf life, and Blizzard got paid for it.
Counter-strike was born similarly. It came out 8 years ago. It's graphics are ****. Yet it is the #1 most played game on Steam by a BIG margin. Dota2 and MW3 don't come close. Even within Counter-strike, a mod called "the gun game" became so popular, it is going to be added as official content in the game's newest sequel, CS:GO.
Why not apply that same idea to LoL? Here's what I'm suggesting...
RIOT releases a simple map editing tool. Just something to simply paint bushes, walls, towers, spawn points, etc. Allow players to make their own maps and play them in custom games.
I'm just kind of thinking aloud here... Let's say every four months or so, maps get some kind of score. Maybe that # is calculated off of three criteria: Most Played, Highest Rated by Players, and Highest Rated by Platinum Rated ELO Players. The designer of the best map gets some money; let's say $5,000 and that winning map is added to the official map list. So February might be when a new 5v5 map winner is awarded. June might be new 3v3 map, October might be a new Dominion map.
Imagine if a player had some idea of a way to tweak TT to make it better. I say let them. S/he can design it, test it, play with it, experiment, fix it, and repeat. If the final product it is indeed an improvement, RIOT can make it official.
Imagine if someone wanted to make an ARAM map with one lane. That could easily be done and would likely be popular enough to become official.

I think the problem is that Riot never wants LoL to become an "offline" game. If people can play offline, there's no reporting system, skins can probably be unlocked via hacking, people won't spend money on the game.
Why would a map editor would make the game "offline"?
HoN has a map editor and Voip.
LoL has neither, because Riot sucks :)
