"My vote goes for "Buffed".
I like the reliability of it now, as opposed to the percentage chance. Sure, I'll miss champs that really utilized dodge (Jax) especially, but I feel like they are more useful for nearly EVERY character now, given they are facing harsh AD."

I think Nunu would be the closest experience to Sejuani. Not sure about the price difference.

I've been a huge fan of Clarity on a few different AD champs for a while. Not because I can't lane and conserve mana, but because against some teams and with some champs, being able to spam constant skills is damn near GG in itself.
