It passively slows 25% of the time. Faster attackers get more use out of the passive, even if the most desirable part on it is the active. Also, I'm pretty sur"

The damage is very good for her early game, but starting with 9% CDR and reduced CD on summoner spells is really nice too. I haven't really decided which I like more."
