"There's nothing wrong with smurfing as long as you just keep quiet and play, the issue comes if the smurf is being an ass. Though in your case it's pardon, as the smurf did nothing against the rules."

"I don't think they should even give refunds on champs, skins maybe (I've seen people misclick skins on a buy or buy skins that get a look change). When you get the champion you should know you want them. If you haven't played them enough to be sure you don't want them don't get them."
